It is with great respect and community pride that the H. Cuerpo de Bomberos Voluntarios de El Centenario, A.C. (HCBVEC) submits this proposal for the acquisition of a 75-foot, 1,500 GPM Quint aerial apparatus for the communities of El Centenario and Chametla, Sector 6 of La Paz, B.C.S.

Recently, we have identified an opportunity to acquire a used 75-foot, 1500 GPM Quint in the USA, in excellent condition—a fraction of its usual $40,000–$80,000 market value. The owner has reduced the original price of 45,000 USD to only $16,000 USD us.

We respectfully request financial contributions and sponsorships from community members, private companies, and government agencies to reach the goal of $29,400 USD. (485,100 pesos)

Funds will cover:
1.     Purchase of the apparatus. $16,000 USD. (264,000 pesos)
2.    Transport to San Ysidro, CA 351 miles (driving 80 gallons diesel 304.00 USD)
3.    Transport to El Centenario 934 miles 1,503 km $4,000 USD (62,000 pesos)
4.    Importation to México $9,000 USD. (148,000 pesos)
5.    Basic inspection and minor repair (gauge oil leak).

All funds raised will be handled with absolute transparency, with public reports on each expense related to the purchase, transfer and repair of the unit.

Multi-Function Capability (Quint)
This proposed apparatus is a Quint, which combines five firefighting functions in one vehicle:
1. Water Pump
2. Water Tank
3. Hose Lines
4. Ground Ladders
5. Aerial Ladder Or Platform
This makes the unit both a pumper and an aerial, offering exceptional value and flexibility for our volunteer department with limited resources.

Opportunity and Cost
14 October 2025

A 1500 GPM Quint apparatus has been made available to us for the exceptional price of $16,000 USD. Comparable units on the market are valued between $40,000 and $80,000 USD, making this acquisition an extraordinary opportunity.

The unit is in full working condition, with only a minor oil leak at a rear gauge noted as the sole repair needed. All major mechanical, electrical, and hydraulic systems are operational.
Acquisition price: $16,000 USD
• Average market value: $40,000–$80,000 USD

• Current Condition: Excellent, with minor maintenance required.

Effective Fire Suppression
14 October 2025

An aerial ladder or platform enables water streams from above, reaching fire areas that ground units cannot access. This is essential for:
•   Fires in roofs, attics, or upper stories.
•   Large commercial or residential complexes.
•   Rapid control and containment before total structure loss.
•   Controlling flying brans and sparks drifting in the wind.

Experienced Continuous Urban Development
14 October 2025

El Centenario and the surrounding Sector 6 region have experienced continuous urban development. Our community now includes two completed high-rise buildings, with a third under construction, marking a new stage in local infrastructure growth.

At present, our department operates effectively within our capacity; however, no aerial firefighting apparatus is available within our immediate volunteer district. Response to elevated fires currently depends on assistance from distant units, causing delays that may endanger both life and property.

Financial Plan
14 October 2025

Community Call to Action
Fire protection is a shared responsibility. This apparatus will directly benefit every resident, family, and business in our service area.

We invite our neighbors, business owners, and friends to support this life-saving project.

Every contribution, regardless of amount, brings us closer to securing this essential resource for the protection of all.

DIPUTADO ALVARADO RAMON HIGUERA

How did we get here in El Centenario?

The visionary who was involved with this adventure was DIPUTADO ALVARADO RAMON HIGUERA, CONGRESS LEGISLATURE OF THE STATE OF BAJA CALIFORNIA SUR CITIZEN REPRESENTATIVE Distrito VI. He  realized the need for fire suppression and emergency medical services closer to the residences of district VI, he represented in the Baja California Sur Congress.

In 2012 at the El Centenario October celebration my wife and I were introduced to DIPUTADO ALVARADO RAMON HIGUERA. I can remember his words yet today, when he asked "could we help start a fire department and an ambulance service in El Centenario". We thought for a minute and replied, I guess we could but I have a few questions that will need to be answered. DIPUTADO ALVARADO RAMON HIGUERA invited us to his ranch to further discus the idea. I asked two friends to join us at this meeting, Victor Martinez and Fernando Quintero. We talked about several logistical issues related to the scope of such a huge project. My wife and I told the group that nothing is impossible when people come together to solve an issue.

At that time in 2012 there was no ambulance service stationed in El Centenario.  The La Paz fire department was just to far away and time and distance is a major factor in both of these issues.

Frequently Asked Questions

FAQ

Visit our fire station at Calle 6 and Palo Escopeta or fill out the website application form!  We are always seeking members who are at least 17 years old and older who can volunteer days and nights and those that have a chuffers license.

We provide comprehensive training in firefighting and safety protocols and prehospital care Paramedic. Our training starts after you serve a three month probationary period of time. This allows you to see if being a firefighter is really what you want to do.  After that decision is made you will start a 172 hour academy program.

Donations from the USA are tax deductible but currently not in Mexico.
